Overview

Encompass with ELogs is built for fleets required to use electronic logs, covering vehicle classes 1–8 and workflows for exempt, non-regulated, hyrail, and team drivers. J. J. Keller says its ELD solutions comply with the U.S. ELD mandate and include DOT driver and vehicle compliance recordkeeping at no additional cost. The product also supports Canadian hours-of-service compliance.

The system is more than a logbook: it connects vehicle data, driver records, inspections, and tracking in one fleet platform. That breadth is useful for teams looking to consolidate compliance and visibility, but it also means the subscription, hardware, and possibly data plans need to be considered together.

Key features

Logs and vehicle connection

The VT100 ELD connects to the mobile app over Bluetooth Low Energy and sends engine and vehicle data to Encompass, including when the driver’s phone is offline. Offline logging is a practical safeguard for drivers who cannot rely on continuous mobile connectivity. Multiple rulesets, team driving, border crossing, personal conveyance, and yard moves give dispatch and compliance teams tools for differing operating situations. Driver alerts for approaching HOS thresholds can help drivers address impending limits before they become violations.

Inspections and fleet visibility

Integrated eDVIRs support customized inspection criteria, defect-resolution workflows, and photo capture from a smartphone. That makes the inspection process more adaptable than a fixed checklist, while giving fleets a way to document defects and follow their resolution.

Vehicle tracking and engine fault-code monitoring provide a view of fleet location and vehicle issues. Geofencing and driver-behavior tracking are optional, so buyers who need those capabilities should account for them separately rather than assume they are part of the core offer.

APIs, security, and support

Encompass APIs can share employee, driver-log, unit, GPS, performance-event, HOS, and other data. Listed partners include Compcare Services, Descartes MacroPoint, FourKites, and Geotab. This makes Encompass a stronger fit for operations that need to move compliance and fleet data into other systems, though the value depends on the specific integrations a team needs.

J. J. Keller says its security controls are designed using ISO 27001 and NIST frameworks, with sensitive database fields encrypted and customer data access separated by client ID. Drivers can reach driver support and a roadside inspection hotline 24/7; Encompass support is available Monday through Friday, 7:00 a.m. to 6:00 p.m. CST. The different hours matter: round-the-clock help applies to drivers and roadside inspections, not general Encompass support.

Pricing

Encompass with ELogs subscription

Custom pricing. Subscription cost varies by term and number of users, and customers must contact sales for a quote. Hardware, data plans, and platform may be billed together with the Compliance Tablet option, so buyers should evaluate the full deployment cost rather than the subscription alone.

The plan’s included compliance recordkeeping and broad HOS, inspection, and fleet capabilities make it relevant to fleets seeking a single operating system for these needs. There is no published price to compare against fleet size or seat count, and the hardware requirement adds a purchasing consideration. Drivers can use their own iPhone or Android device with the app; fleets preferring a dedicated device can choose the Compliance Tablet, an Android option with the app preloaded.

Platforms

Encompass supports Android, iOS, web, and API access. Drivers may use their own iPhone or Android devices, while the Compliance Tablet provides a preloaded Android alternative. The VT100 is required hardware and communicates with the mobile app over Bluetooth Low Energy. This setup gives fleets a choice between BYOD and dedicated tablets, but not a hardware-free ELD deployment.

Who it's for

Encompass is best suited to U.S. and Canadian fleets that need HOS compliance across varied driver workflows and want inspections, vehicle tracking, and data exchange alongside logs. Its coverage of classes 1–8 and exempt, non-regulated, hyrail, and team drivers makes it relevant to operations with more than one driver or vehicle profile. It is a weaker fit for buyers prioritizing transparent upfront pricing or those who only need a basic logging tool without required hardware.

Pros and cons

Pro: Multiple HOS workflows, including team driving, border crossing, personal conveyance, and yard moves, address operational cases that a single-ruleset logbook would not cover.
Pro: Offline vehicle-data transmission from the VT100 and offline logging help maintain continuity when a driver’s device lacks connectivity.
Pro: Custom inspection criteria, defect resolution, and photo capture make eDVIRs useful for fleets managing inspection follow-through.
Pro: APIs cover a broad set of fleet and compliance data, supporting integration with existing systems.
Con: Custom pricing tied to term and user count makes cost planning harder before a sales conversation.
Con: Required ELD hardware and possible bundled data-plan and platform charges mean the subscription is not the whole cost of deployment.
Con: Optional geofencing and driver-behavior tracking may require additional spend for fleets that need those capabilities.
