Overview

LocalGov Drupal is an open-source CMS and website platform built around the publishing needs of local government. It is best suited to UK and Irish councils with people available to implement and maintain a Drupal site. Its council-specific content structures and governance tools are a strong fit for complex public-service publishing, but teams seeking a hosted, ready-to-launch website should look elsewhere.

Key features

Publishing and governance

The CMS covers service pages, directories, guides, step-by-step pages, news, events, alert banners, HTML publications and election content, alongside subsites. That breadth gives council teams structures for a varied resident-facing service rather than just a general-purpose page editor. Flexible components, patterns, styles and callouts support consistent page assembly; service contacts, revisions and shareable preview links help teams coordinate reviews.

Optional workflow tools add roles and permissions, moderation, approval dashboards, scheduled publishing and review dates. These controls suit councils where multiple people own or approve content and need a record of revisions. They also bring configuration and governance work, so a small team wanting the least involved publishing setup may find the platform heavier than necessary.

Accessibility, integrations and customization

Content and functionality are designed to meet or exceed WCAG 2.1 level AA, and the platform supports multilingual publishing and document management. These capabilities address important council publishing requirements, although they do not remove the need for the council to manage its own implementation.

Drupal’s REST and JSON:API tools and module ecosystem can connect the platform with services such as forms, payments, CRM, case management, identity providers, mapping and directories. This flexibility is useful when a council needs its website to fit an existing service stack; the trade-off is that integration work depends on development capacity. A scalable base theme and sample Scarfolk subtheme provide starting points for customization rather than a finished visual identity.

Development and support

A quick-start install, modular architecture, automated testing and coding-standards checks give developers a defined starting point. Local installation uses Composer, with DDEV or Lando recommended; Drupal 11 is supported on the 4.x branch. The project also offers technical Slack channels, a weekly Thursday technical drop-in and weekly Merge Tuesdays, which can help teams engage with the community as they build and maintain a site.

Installing and preparing a site still requires development resources, appropriate hosting and ongoing security updates. An Invuse penetration test was commissioned in early 2023, and its recommendations are documented by the project; that is useful security context, not a substitute for a council’s continuing security work.

Pricing

LocalGov Drupal CMS — 0.00 USD per free. The free plan is open-source GPL2 software, freely available to all UK and Irish councils. It removes a licence charge, but it does not remove the practical costs of hosting, implementation or ongoing security maintenance. Councils should treat development and operational capacity as part of the adoption decision, not assume that a free platform means a cost-free website.

Platforms

LocalGov Drupal supports API use, self-hosting and the web. Its self-hosted model gives councils room to fit the platform into their infrastructure and service stack, while placing hosting and upkeep responsibility on them.

Who it's for

Choose LocalGov Drupal if your council needs structured publishing for a broad range of public services, wants workflow controls across publishing teams, or plans to run multiple council websites from one platform. LocalGov Drupal Microsites supports many distinct websites from one platform, with more than 50 microsites live. It is a particularly strong option for councils that can provide Drupal development and ongoing operations. It is a weaker fit for teams that need a managed launch with little technical involvement.

Pros and cons

Pros: Council-oriented content types cover service information, guidance, alerts, news and elections, reducing the need to shape every use case around generic pages.
Pros: Optional workflow governance, revisions and preview links support review and accountability across teams.
Pros: Microsites can consolidate distinct council websites on one platform, and the project reports more than 50 live.
Pros: Open-source GPL2 software is free for UK and Irish councils, with Drupal APIs and modules available for integrations.
Cons: Councils must supply development capacity, hosting and continuing security updates; this is not a turnkey hosted service.
Cons: Custom themes and integrations require development work, making the platform less suitable where technical resources are scarce.

Verdict

LocalGov Drupal is a strong choice for UK and Irish councils that need council-focused publishing, workflow governance and the option to operate many websites on one platform. Its free open-source licence and broad Drupal integration ecosystem are compelling reasons to choose it. Look elsewhere if your team cannot support implementation, hosting and security maintenance, or needs a managed website rather than a platform to run.
